There are many like these in Asia; I’d call them ‘half-wild’. Some of them may wear a collar or even a t-shirt. I’m not sure if it really means that they belong to anybody, but sometimes people feed them.

Wow! This could be a mexican afternoon.
Although the dogs there would be alert at all times,
because people are not friendly to them....
Mind you, I haven't been in 10 years, so I might have changed some....
Do they bite the mail person?

In my experience, they are usually indifferent to people (including the mailman unless he needs to deliver a letter to any bottom mail box ;-) ) and really relaxed most of the time.
Something like ”Let me be and I won’t bite you.
It’s mutual; most of the people don’t mind them at all.
